Proactive measures such as planting high-calorie potato crops and raising rabbits or quail are presented as essential responses to the food crisis. Establishing these food pipelines allows individuals to become community leaders who can provide seed potatoes and protein to neighbors during shortages. This decentralized approach contrasts with technocratic control, emphasizing local adaptability over centralized bureaucratic management.

Practical sovereignty is discussed as a middle ground between total systemic dependency and impossible extremes. Natalia L40 suggests that while individuals must still participate in the system for needs like transportation and education, they should develop "cunning" to build independent support structures like community gardens. This approach is framed as a necessary response to a bureaucratic system that often fails to deliver essential goods during catastrophes.
