The book "A Canadian Shame" evolved from a planned short introduction for a reprint of the Indian Act into a standalone concise guide. The author emphasizes that the work is an amalgamation of public domain information, including Parliament records and Truth and Reconciliation Commission reports. Great effort was made to source every claim directly to original House of Commons transcripts to avoid speculation.

Paul Hellyer recounts his early life during the Great Depression and his subsequent study of economics to understand the necessity of recessions. He describes his rapid ascent in Canadian politics, graduating university in May 1949 and being elected to the House of Commons in June 1949. Hellyer notes that the expected post-war depression was averted by money manufacturing for the Korean War.
