Wernher von Braun, the former Nazi rocket engineer, wrote a 1940s novel titled Project Mars that envisioned a colony on the red planet. In the book, the chief executive of the Martian government is referred to by the title "The Elon." This coincidence is presented as evidence that current space developments may be part of a long-standing, non-linear plan managed by elite groups.

Dr. Carol Rosin reported that Wernher von Braun warned her of a multi-phase plan to justify space-based weaponry using fabricated threats. According to von Braun, the sequence of "enemies" would move from Communists to terrorists, then to asteroids, and finally to a staged alien invasion. He claimed these threats would be manufactured to maintain the military-industrial complex's grip on power and funding.
