Declassification, Timothy Good, and the FOIA Process
In 1994, Salas discovered a reference to the Malmstrom incidents in Timothy Good's book Above Top Secret, prompting him to investigate the legal status of his non-disclosure agreement. Working with MUFON investigator James Klotz, he filed a FOIA request that eventually led to the declassification of the Echo Flight incident. Despite the threat of prison mentioned in his original orders, Salas has faced no legal repercussions for speaking publicly since the late 1990s.
