A theory is presented suggesting Special Counsel Robert Mueller may be a "white hat" actor participating in a multi-dimensional strategy to expose the deep state. Jordan Sather posits that Mueller's investigation into Russian collusion was designed to go nowhere, thereby protecting the Trump administration while making deep state actors complacent. The discussion highlights Mueller's background as a Marine and his meeting with Donald Trump prior to the investigation's commencement.

Speculation exists that Cicada 3301 may be a recruitment tool for a powerful underground network within the "deep state" composed of dissatisfied military officers and academics.
