The Apollo program is theorized to have transitioned into a staged event around 1967 after NASA realized it could not meet Kennedy's deadline due to technical hurdles. By using sophisticated simulation systems, NASA could have prerecorded the moonwalks in a studio and fed the footage to tracking stations as a live broadcast. This would mean only a small handful of high-level officials and the astronauts themselves needed to be aware of the deception.
