James Alford lists nine primary subterranean complexes that manage the Earth's program, including locations in Australia, the Great Lakes, Ethiopia, and Antarctica. These centers allegedly control everything from topography and UFO command to weather patterns and the synchronization of seasons.

James Alford provides a hypothetical example of how the control grid reduces strawberry yields in California by transmitting octaves from the moon to complexes in Chekhov and Greenland. This process manipulates the atmosphere to prevent rain, with UFOs acting as monitors to correct any "glitches" like unscheduled storms.
